Anti and Counter Surveillance Seminar

HSI Group had the pleasure of hosting a three day anti and counter surveillance seminar in Valkeakoski on the 27th
to 29th of June 2007. The participants were from different private security companies as well as data recovery and IT
forensics company. They learned about surveillance and how to detect if being under surveillance. Peter Jenkins, the
author of an international best selling book on surveillance, a professional from Great Britain offered us experiences
and information and an excellent study atmosphere getting everybody to take part in the learning. The three days just
flew by.
Mother Nature decided to give us rain for the first day but that did not slow us down. The rain only created a more
realistic environment for the exercises. The first day was an introduction to surveillance to create an understanding
of how surveillance is done and what are the vulnerabilities involved in it. After the theory the whole class went out
for a foot surveillance practice. All the participants put on hidden ear pieces and microphones communicating on the
VHF radio and went to the city center. As the other group practiced the others listened on the radio and watched the
exercise. After everybody got to do a basic surveillance exercise the class returned to the class room for a de-brief.
The second day did not give us a relief with the weather but we spent
the day in the class room learning anti surveillance, what a person can
do to detect if he/she is being under surveillance.
On the third day the sun was shining and the class was learning about
counter surveillance. The difference between counter and anti
surveillance is that in counter surveillance you ask someone else to find
out if you are under surveillance. At the end of the course the class was
divided into three groups and all groups planned a counter surveillance
route. Then the routes were presented to the class and one of them
was picked as our final practice. The duties were divided, radios
donned and the principal left to walk the pre planned route. The
principal went through four check points on the route in the center of
Valkeakoski. After the exercise the class returned for a de-brief
realizing that the course was over.
Students also learned about satellite tracking devices and systems as
well as different hidden cameras. With the combination of the
technology and the imagination of the surveillance team we saw how
the trunk of a car is turned into a concealed surveillance post. But the
trick in all surveillance is how not be detected, and that’s how you will
know a true professional, you will never see them.
This course was the start of series of courses in surveillance. Now we
are planning the next course and can’t wait to get Mr. Jenkins back to
Finland to teach us more on the topic. HSI Group is proud to be in
